Dr. Leung received the B.Eng. degree in Computer Science from the
Hong Kong University of Science and Technology,
Hong Kong, in 1994, and the M.Sc. degree in Electrical Engineering (Computer
Networks) and the Ph.D. degree in Computer Engineering from the
University of Southern California, Los Angeles,
CA, USA, in 1997 and 2000, respectively. He was a member of the team that won
the Fourth ACM (Hong Kong Chapter) Scholastic Programming Contest, Hong Kong,
in July 1994. He participated as an alternate team member to the 1994-1995
19th Annual International Collegiate Programming Contest (Contest Finals),
Nashville, TN, USA, in March 1995. He worked as a Senior Research Engineer at
Nokia Research Center, Nokia Inc., Irving, TX,
USA, during 2001 and 2002, and was involved in the design, standardization, and
implementation of a signalling payload compression protocol architecture used
in wireless networks. He took full-time academic appointments at several world
renowned universities, including Texas Tech
University, Lubbock, TX, USA (2002-2005), The
University of Hong Kong, Hong Kong (2005-2019), and
Harbin Institute of Technology, Shenzhen,
China (2019-2022). Currently, he is an Associate Professor in the
Institute of Communications Engineering at
the National Sun Yat-Sen University,
Kaohsiung, Taiwan. He is an Associate Editor of the
IEEE Transactions on
Intelligent Transportation Systems,
IEEE Systems Journal, and
Springer
Wireless Networks. He has also co-guest edited a special issue of the
IEEE
Transactions on Network Science and Engineering. Furthermore, he is a
Subarea-Chair of the IEEE SIG
on Intelligent Internet Edge.
